Holly Lake Ranch updates:
Update 9/17/26:
- Since the Holly Lake Ranch community meeting on August 25 at 2:00 p.m., Liberty has conducted multiple sampling events and comprehensive water quality testing. Samples have been evaluated for microbiological quality, disinfection by-products (DBPs), DBP precursors, disinfectants, metals, corrosivity, particulates, and naturally occurring organic matter, including tannins.
- All laboratory and field test results continue to confirm that the water is safe for consumption and meets all applicable drinking water quality standards.
- Based on the results of Liberty’s investigation to date, naturally occurring organic matter, including tannins, remains the most likely cause of the water discoloration observed in certain areas of the system.
- Liberty has increased our frequency of hydrant flushing in the area, one of our short-term levers in helping to improve the discoloration. Liberty continues to actively investigate the water tint issue and evaluate both short-term and long-term solutions. Recent sampling and testing indicate that water color and tannin levels have improved in many areas of the distribution system.
Your continued feedback is important to us. We encourage customers to report any observations regarding water appearance, as this information helps support our ongoing investigation and response efforts.

- Liberty regularly tests your water. Recent field test results confirm that your water continues to meet all state and federal safety and drinking water standards for consumption.
- Work continues to address the discoloration that some customers are experiencing. Additional information will be shared on this page as updates become available.

Consumer Confidence and Annual Water Quality Reports
When the U.S. Congress passed the 1996 Safe Drinking Water Act amendments, the U.S. Environmental Protection Agency (EPA) was given the authority to require each community water system to provide each of their customers with a Consumer Confidence Report (CCR) every 12 months.
The annual Consumer Confidence Report covers various water quality issues, describes where your water comes from, discusses drinking water standards, and compares the quality of your drinking water to state and federal regulations.

Lead Service Lines Inventory
Liberty Utilities recently completed a Lead Service Line Inventory for your water system. This initial inventory was conducted to determine, if possible, the service line materials that serve each service in the system.
A service line is a portion of pipe that connects the water main to the building inlet, as shown in the picture below. Ownership of the service line will vary by system, but for your system, the service line from the main to the property line and meter is owned by Liberty, and the service line from the property line to the building inlet is owned by the property owner.
Not all service line materials for all systems could be identified during the initial inventory. Liberty has a service line identification program in place, which will allow identification of all unknown service line materials. The inventory will be updated regularly as more information regarding service line materials becomes available.
